If you are PCSing to Holloman AFB, you may not need a New Mexico driver's license or plates at all. Active duty members and spouses who keep legal residence in another state can often keep their home state license and registration. If you do make New Mexico your home, the state requires a New Mexico license once you establish residency, and you will register your vehicles in person at an MVD field office.

This is the fourth installment of my PCSing to Holloman series. If you are just getting started, read your first week in Alamogordo and schools and enrollment too.

Do I have to get a New Mexico driver's license?

It depends on where your legal residence is. According to New Mexico MVD's driver's license page, once you have established residency in New Mexico, you are required to surrender your license from any other state and apply for a New Mexico license.

Many military families never trigger that rule, because they keep their legal residence in another state. Federal law, the Military Spouses Residency Relief Act signed in 2009, lets a spouse who moves on military orders keep the same legal residence as the service member, without having to change a driver's license or re-register vehicles. Your situation depends on your own legal residence, so talk with the base legal office if you are not sure which state is home.

Here is one more helpful rule if you do become a New Mexico resident. Under state law posted on MVD's military page, a New Mexico license held by someone on active duty who is away from the state stays valid past its expiration date, and the same applies to a spouse who goes along. Once the service member is reassigned to New Mexico or discharged, the license stays valid until the 31st day after returning or discharge.

What do I bring to get a New Mexico license?

All documents must be originals, and you have to go into an MVD field office in person.

    License typeWhat to bring
REAL ID license1 proof of identification number, 1 proof of identity and 2 proofs of New Mexico residency
Standard license1 proof of identity and age and 2 proofs of New Mexico residency

MVD posts its lists of acceptable documents on its driver's license page. If you live on base, ask the MVD office ahead of time which proofs of residency it will accept for your address.

Will I have to take a driving test?

Probably not. MVD says the written test and the road test are not required if you have a current license from another state. Everyone transferring a license does take an eye exam.

When you finish, you get a temporary license while your new one is printed and mailed. Your out of state license is hole-punched, and together the two work as identification for up to 45 days.

How much does a New Mexico license cost?

These are the fees on MVD's driver's license page. Drivers moving to New Mexico from another state pay a one-time $15 DWI records check on top of the regular fee.

LicenseRegular feeIf you are moving from another state
    4 year license$18$33
    8 year license$34$49

How do I register my car in New Mexico?

The first time you register a vehicle in your name in New Mexico, you have to do it in person at an MVD field office, according to MVD's vehicle registration page. Plan on bringing:

    • The vehicle's current title (no copies) and MVD's application for title and registration
    • Proof of insurance that meets New Mexico's minimums: $25,000 for injury or death of one person, $50,000 for two or more people, and $10,000 for property damage
    • Two proofs of New Mexico residency and proof of identity
    • A VIN inspection for a vehicle coming from another state

MVD agents usually do the VIN inspection at the field office, but not every office does them and some need an appointment, so call ahead. Certified VIN inspectors at partner offices can also do it. Emissions testing is only required in Bernalillo County, so Otero County drivers skip that step.

Registration for a passenger vehicle costs $27 to $62 for one year or $54 to $124 for two years, depending on the vehicle's weight and model year.

What does this mean for your move?

Sort out your legal residence before you stand in line. If you keep your home state, keep your license, registration and insurance current there, and set reminders, since renewing from New Mexico can take extra planning. If you become a New Mexico resident, bring originals of every document on your first trip so you only have to go once. Alamogordo has its own MVD field office, and MVD's website has an office finder and an appointment app.

Proof of residency is easier than it sounds. MVD's REAL ID document list accepts things like a current rental or purchase agreement and a recent utility bill, as long as they show your name and New Mexico address. My Holloman AFB relocation page pulls together the rest of the moving basics, and my post on on-base vs off-base housing can help you decide where to live.
