Property Tax Value Freeze for Seniors in Otero County
Published 24 October 2026

If you are 65 or older, or disabled, and you own and live in a single family home in Otero County, New Mexico may let you freeze your home's taxable value. For tax year 2026, your modified gross income for the prior year has to be $44,200 or less. Once the limitation applies, the value used for your property tax stops going up, so with property tax bills arriving now, this is a good time to see if you qualify for next year.
Who qualifies for the senior value freeze?
The rule comes from state law, Section 7-36-21.3 NMSA 1978, and the New Mexico Taxation and Revenue Department sets the income limit each year in a Property Tax Division order for tax year 2026.
| Requirement | What the order says |
|---|---|
| Age or disability | 65 or older, or disabled |
| Home | A single family dwelling you own and live in |
| Income | Modified gross income for the prior year of $44,200 or less (tax year 2026) |
| How to claim | File proof of eligibility with the county assessor on the assessor's form |
| Deadline | No later than 30 days after the assessor mails the notice of valuation |
“Disabled” here means someone determined to be blind or permanently disabled for Social Security purposes, or someone with a permanent total disability under the state Workers' Compensation Act. The income limit is adjusted for inflation each year, and the state publishes the new amount by December 1.
What does the value freeze actually do?
It locks the taxable value of your home at the value from the year you qualify and apply. Your home's value for tax purposes will not rise above that amount while you stay eligible.
It does not freeze your tax rate, so your bill can still change if tax rates change. The freeze also does not cover a value increase from physical improvements you made the year before, such as an addition, or from a change in the property's zoning or permitted use.
When and where do you apply in Otero County?
You apply with the Otero County Assessor's Office at 1104 N. White Sands Blvd., Suite B, in Alamogordo, phone 575-437-5310. The application is due no later than 30 days after the assessor mails the notice of valuation.
Notices of valuation go out by April 1 each year, and the 2026 filing deadline for exemption claims in Otero County was May 1. So if you think you qualify, plan to file in spring 2027 as soon as your notice arrives. Your 2026 tax bill, with the first half due November 10, is a handy reminder of what your current value is. My post on when Otero County property taxes are due has the full calendar.
Do you have to reapply every year?
Not forever. After you apply, you file proof of income eligibility for the next three years in a row. After that, the assessor applies the limitation automatically each year until your eligibility changes.
If you stop qualifying, for example because your income rises or you sell the home, you must tell the assessor by the last day of February of the following year. The order says knowingly claiming a limitation you are not entitled to can bring back taxes, interest and a $1,000 civil penalty, so it is worth keeping the assessor in the loop.
What does this mean for homeowners, sellers and buyers?
If you are a longtime Alamogordo homeowner thinking about staying put, this can help keep your property taxes steadier. If you are thinking about downsizing, keep in mind that the limitation is tied to the home you own and live in, so ask the assessor how it would work on a new home before you move.
Veterans can also take a separate exemption, which I covered in my post on the veteran property tax exemption in Otero County. And if you are helping a parent with paperwork this fall, my Medicare open enrollment help guide may be useful too.
