Help Paying Winter Heating Bills in Otero County, 2026
Published 20 October 2026

If you are worried about heating bills this winter, New Mexico's Low Income Home Energy Assistance Program, or LIHEAP, can help eligible households with heating and cooling costs. In Otero County you can apply online through the state's YesNM portal or at the Income Support Division office at 2000 Juniper Drive in Alamogordo. The state's plan for the new program year lists heating help of $80 to $560 for households that qualify.
Our desert nights get cold, and after the high PNM bills a lot of us saw this summer, I wanted to share where to turn before the first big gas bill shows up.
What is LIHEAP and who can get it?
According to the New Mexico Health Care Authority's LIHEAP page, LIHEAP "assists eligible persons and families with their heating and cooling costs." It is open to renters and homeowners.
The state's FFY 2027 LIHEAP plan covers October 1, 2026, through September 30, 2027. It sets the income limit at 150 percent of the federal poverty guidelines for heating, cooling and crisis help. The application asks about everyone in your home, your income and your energy bills, and an assigned worker reviews it to decide whether you qualify.
How much help can you get?
These amounts come from the state's FFY 2027 plan.
| Type of help | Minimum | Maximum |
|---|---|---|
| Heating | $80 | $560 |
| Cooling | $80 | $560 |
| Winter crisis | Not listed | $560 |
| Year-round crisis | Not listed | $560 |
Crisis help is for households facing a shutoff, such as a written disconnect notice, or a fuel vendor that will not deliver propane or other fuel because of an unpaid bill. Under the plan, households that already received a LIHEAP benefit this federal fiscal year are not eligible for crisis help.
How do I apply for LIHEAP in Otero County?
You have three ways to apply:
- Online: through the YesNM portal at yes.nm.gov.
- In person: at the Otero County Income Support Division office, 2000 Juniper Drive, Alamogordo, listed in the state's Otero County ISD resource list.
- By phone: call the state's customer service line at 1-800-283-4465 with questions.
The Health Care Authority says you will need:
| What to bring | Details |
|---|---|
| Application | Filled out completely |
| Identity | For one adult living in the home |
| Income | Proof of income for the last 30 days |
| Heating or cooling costs | A recent bill or other proof |
| Disability | Only if you do not already receive disability income |
| Disconnect notice | If you have one, so they can help faster |
After you apply, the state says you will be asked to come in for an interview in about ten days, and you will get a letter within 45 days telling you whether you were approved. If you disagree with the decision, you can ask for a fair hearing.
What if my utility is about to be shut off?
Tell the Income Support Division right away and bring a copy of the disconnect notice. The state's LIHEAP page says it can help you faster if your service has been disconnected, you have a disconnect notice, or you are almost out of wood, propane or other bulk fuel.
If your bills were high because of the PNM billing problems this summer, my post on high PNM bills in Alamogordo explains what the Public Regulation Commission heard and what PNM said it is doing for affected customers.
Can LIHEAP help make my home cheaper to heat?
It can point you in the right direction. The LIHEAP application notes that if you qualify for LIHEAP, you may also qualify for the state's NM Energy$mart weatherization program, run by the New Mexico Mortgage Finance Authority. You can call the MFA at 1-800-444-6880 to ask about it. Weatherization work like sealing drafts and adding insulation can lower your bills for years, not just one winter.
What does this mean for homeowners and renters?
Heating is one of the costs I always tell people to plan for, whether they own or rent. Before winter, it is worth checking your furnace filter, sealing drafty doors and windows, and keeping an eye on your bills month to month. If you are new in town, my Moving to Alamogordo guide covers other costs to plan for, and my post on Otero County property taxes has the November 10 first-half due date for homeowners.
